Incremental capacity process at the interconnection points

Binding phase

GTSOU in 2023 started the incremental capacity process at the interconnection points in accordance with requirements of Section XX of the GTS Code.

The National Energy and Utilities Regulatory Commission, by resolution No. 829 dated 30 April 2024, approved the incremental capacity project at the entry interconnection point with Poland. In accordance with requirements of point 2 of Subsection 3 of Section XX of the GTS Code, GTSOU publishes the approved draft proposal for the incremental capacity project and the template of the contract related to the capacity offered:

  1. Application for the Approval of an Incremental Capacity Project according to Article 28 (1) NC CAM for the Border between Poland and Ukraine.
  2. General terms and conditions to which network users shall agree in order to obtain access to capacity in the binding phase of capacity allocation of the incremental capacity procedure.

The joint notice by GTSOU and Polish TSO (GAZ-SYSTEM S.A.):

Publication pursuant to Article 25 (2), Article 28 (3) of Regulation (EU) 2017/459 (NC CAM) concerning the procedure initiated in 2021 for incremental capacity for the border between Poland and Ukraine.

The corresponding bundled incremental capacity allocation auctions were held on the GSA Platform on 1 July 2024. According to the results of the auctions, no obligations of network users regarding the allocated capacity capacity arose. The result of the single economic test is negative.

The NEURC, by resolution No. 831 dated 30 April 2024, approved the incremental capacity project at the entry interconnection point Isaccea1/Orlovka1 with Romania.

  1. Incremental Capacity Project Proposal according to Article 28 (1) NC CAM for IP Isaccea1/Orlovka1 Located at the Border between Ukraine and Romania Gas Transmission Systems.
  2. General terms and conditions to which network users shall agree in order to obtain access to capacity in the binding phase of capacity allocation of the incremental capacity procedure on the border between Ukraine and Romania at IP Isaccea1/Orlovka1 for the flow direction (RO-UA).

Joint Binding Phase Notice of LLC ”Gas Transmission System Operator of Ukraine” and TRANSGAZ for the offer of Incremental Capacity at IP Isaccea 1/Orlovka 1

The corresponding unbundled incremental capacity allocation auctions were held on the RBP Platform on 1 July 2024. According to the results of the auctions, no obligations of network users regarding the allocated capacity capacity arose. The result of the individual economic test is negative.

The NEURC, by resolution No. 830 dated 30 April 2024, approved the incremental capacity project at the interconnection points with Republic of Moldova.

  1. Application for the Approval of an Incremental Capacity Project according to Article 28 (1) NC CAM for IPs Located at the Border between Ukraine and Republic of Moldova Gas Transmission Systems.
  2. General terms and conditions to which network users shall agree in order to obtain access to capacity in the binding phase of capacity allocation of the incremental capacity procedure for IPs located at the border between Ukraine and Republic of Moldova gas transmission systems.

In accordance with requirements of point 2 of Subsection 3 of Section XX of the GTS Code, GTSOU publishes the approved draft proposal for the incremental capacity project and the template of the contract related to the capacity offered:
