NEURC approved the draft project proposal for the incremental capacity project at the entry interconnection point with Poland

The National Energy and Utilities Regulatory Commission by resolution No. 799 of 28 April 2023, approved the draft project proposal for the incremental capacity project at the entry interconnection point with Poland. The draft proposal was jointly developed by GTSOU and the gas TSO of Poland GAZ-SYSTEM S.A. within the incremental capacity procedure at the interconnection point. The procedure was carried out in accordance with the requirements of the GTS Code of Ukraine and Commission Regulation (EU) 2017/459.

Draft project proposal for the incremental capacity project at the entry interconnection point with Poland based on the results of a joint market demand assessment for incremental capacity between the gas transmission system of Poland and the gas transmission system of Ukraine. GTSOU and GAZ-SYSTEM S.A. conducted this market demand assessment in 2021. The TSOs started the design phase taking into account the demand for capacity from market participants.

GTSOU and GAZ-SYSTEM S.A. developed joint project proposal for the incremental capacity project on the border between Poland and Ukraine based on the results of the design and public consultation. In addition, each of TSOs has developed separate general terms and conditions to which network users shall agree in order to obtain access to capacity in the binding phase of capacity allocation of the incremental capacity procedure. GTSOU and GAZ-SYSTEM S.A. have sent mentioned documents to the respective national regulatory authorities.

Approval of the project documents by the national regulatory authorities gives the green light for the conducting incremental capacity allocation auctions, which will be held on 3 July 2023 on the GSA auction platform. To participate in these auctions network users have to conclude the application for accession to the general terms and conditions.
