• Order of the Ministry of Finance of Ukraine of 30 May 2012 No. 629 “On customs formalities on pipeline transport and power lines”.

Natural gas transmission from the point of acceptance-transfer at the border of Ukraine to the customs warehouse (including in the short-haul mode):

for residents

1. Execution of documents with the Gas Storage Operator of Ukraine (link);
2. Independent execution of the periodic customs declaration (PCD) TR81 by a Network User;
3. Creation of PСD by a Network User in the transaction “Register of PСD” of the Information Platform of the TSO with uploading the scanned copies of customs declarations TR81 and IM74 (IM 74 is executed by the Gas Storage Operator);
4. Confirmation of the PCD by the TSO in transaction “Register of PCD” of the Information Platform of the TSO;
5. After the end of the month of transmission, agreeing on with the TSO of the act of input of natural gas into gas storage facilities (customs warehouse). (For customs clearance of the additional customs declaration, a Network User has to conclude the mentioned act with the Gas Storage Operator and agree it with the TSO).
6. After the end of the month of transmission, the independent execution by a Network User of additional customs declarations TR81 and IM74 (deadline for execution by the 15th of the following month, inclusive).

for non-residents

1. Execution of documents with the Gas Storage Operator of Ukraine (link);
2. Link to the e-mail address of the TSO: customs@tsoua.com

• scanned copies of the Certificate on the price of natural gas (template);

3. Execution by the TSO of the periodic customs declaration (PCD) TR81.
4. Creation by a Network User of the PCD in the transaction “Register of PCD” of the TSO’s Information Platform with uploading the scanned copies of customs declarations TR81 and IM74 (IM 74 is issued by the Gas Storage Operator).
5. Confirmation by the TSO of the in the transaction “PCD Register” of the TSO’s Information Platform.
6. After the end of the month of transmission, agreeing on with the TSO of the act of input of natural gas into gas storage facilities (customs warehouse). (For customs clearance of the additional customs declaration, a Network User has to conclude the mentioned act with the Gas Storage Operator and agree it with the TSO).
7. After the end of the month of transmission, the execution by the TSO of an additional customs declaration TR81 (by the 15th day of the following month inclusive) for the actual transported volume of natural gas.

Transmission of natural gas from the customs warehouse to the point of acceptance-transfer at the border of Ukraine (including in the short-haul mode):

for residents

1. Execution of documents with the Gas Storage Operator of Ukraine (link);
2. Independent execution by a Network User of the periodic customs declaration TR81;
3. Creation by a Network User of PCD in the transaction “Register of PCD” of the TSO’s Information Platform with uploading scanned copies of customs declarations TR81 and EK11 (an EK11 declaration is executed by a Network User independently).
4. Confirmation by the TSO of the PCD in the transaction “Register of PCD” in the Information Platform of the TSO;
5. After the end of the month of transmission, agreeing on with the TSO of the act of off-take of natural gas from gas storage facilities (customs warehouse). (For customs clearance of the additional customs declaration, a Network User has to conclude the mentioned act with the Gas Storage Operator and agree it with the TSO).
6. After the end of the month of transmission, the independent execution by a Network User of an additional customs declaration TR81 and EK11 (by the 15th day of the following month inclusive).

for non-residents

1. Execution of documents with the Gas Storage Operator of Ukraine (link);
2. Link to the e-mail address of the TSO: customs@tsoua.com

If gas was injected independently

• scanned copies of the Certificate on the price of natural gas (template);

if the gas was injected by another Network User

• scanned copies of the Certificate on the price of natural gas (template);
• scanned copies of the act of acceptance and transfer of natural gas at the customs warehouse;
• scanned copies of the certificate from the Gas Storage Operator of Ukraine on the remaining gas.

3. Execution by the TSO of the periodic customs declaration TR81.
4. Creation by a Network User of PCD in the transaction “Register of PCD” in the Information Platform of the TSO with uploading the scanned copy of the customs declaration. Confirmation by the TSO of the PCD in the transaction “Register of PCD” in the Information Platform of the TSO;
5. After the end of the month of transmission, agreeing on with the TSO of the act of off-take of natural gas from gas storage facilities (customs warehouse). (For customs clearance of the additional customs declaration, a Network User has to conclude the mentioned act with the Gas Storage Operator and agree it with the TSO).
6. After the end of the month of transmission, the execution by the TSO of an additional customs declaration TR81 (by the 15th day of the following month inclusive).

Import of natural gas without the use of customs warehouses

for residents only

1. Independent execution by a Network User of the customs declaration IM40;
2. Creation of PCD in the transaction “Register of PCD” of the TSO’s Information Platform with uploading the scanned copy of the customs declaration;
3. Confirmation of PCD by the TSO in the transaction “Register of PCD” in the TSO’s Information Platform;
4. After the end of the month of transmission, the independent execution by a Network User of an additional customs declaration IM40 (by the 15th day of the following month inclusive).

Export of natural gas without the use of customs warehouses

for residents only

1. Independent execution by a Network User of the periodic customs declaration EK10;
2. Creation by a Network User of PCD in the transaction “Register of PCD” of the Information Platform of the TSO with uploading the scanned copy of the customs declaration;
3. Confirmation of the PCD by the TSO in the transaction “Register of PCD” in the Information Platform of the TSO;
4. After the end of the month of transmission, the independent execution by a Network User of an additional customs declaration EK10 (by the 15th day of the following month inclusive).

Natural gas transit (including short-haul mode)

only for non-residents

1. Link to the e-mail address of the TSO frolov-ka@tsoua.com or chaban-mm@tsoua.com:

• scanned copies of the Certificate on the price of natural gas (template);
• Preliminary notification of intent to use capacity with restrictions in customs transit mode (for the short-haul mode), (template)

2. Execution by the TSO of the periodic customs declaration TR80;
3. Creation of PCD by a Network User in the transaction “Register of PCD” of the Information Platform of the TSO with uploading the scanned copy of the customs declaration TR80;
4. Confirmation of the PCD by the TSO in the transaction “Register of PCD” in the Information Platform of the TSO;
5. After the end of the month of transmission, the execution by the TSO of an additional customs declaration TR80 (by the 15th day of the following month inclusive).

If necessary, when applying by e-mail, the TSO sends to the Energy Customs a letter on non-use of the periodic customs declaration executed by the TSO.
