The Ukrainian and Polish gas transmission system operators continue to implement EU network rules, principles, and business practices to provide transparency and liquidity to the gas markets.
5th of June, 2020 – Gas TSO of Ukraine LLC and Operator Gazociagów Przesyłowych GAZ SYSTEM S.A., concluded new interconnection agreement, which prescribes uniting existing two interconnection points – IP Drozdowicze and IP Hermanowice – into one single virtual interconnection point – “GCP GAZ-SYSTEM/UA TSO ” which comes into force on the gas day the 1st of July 2020.
Uniting existing physical interconnection points is one of the latest requirements prescribed by the NC CAM. In the case of Ukraine and Poland, it became possible finally in 2020, since the same business rules have started to be applied at the beginning of this year.
The TSOs draw the attention of network users to the fact that starting from the 6:00 AM (CET) 1st of July 2020, capacity booking requests and nominations/renominations shall be submitted to “GCP GAZ-SYSTEM/UA TSO” only. Network users will not need to choose via which interconnection point the transportation should be carried out. Still, they will only need to specify the direction of gas transportation.
Already booked capacities of the IPs Drozdowicze and Hermanowice will be transferred automatically to the capacities of the new “GCP GAZ-SYSTEM/UA TSO”.
From UA side, the tariff for gas transportation on interconnection points does not change and remains the same as it was approved by the regulation of Ukrainian NRA № 3013 from 24.12.2019.
From PL side, the tariff for gas transportation on interconnection points also does not change.
The detail information related to available capacity products will be published on GSA Platform.
In line with the agreement concluded between the GSA Platform Operator and Gas TSO of Ukraine LCC market participants will be able to book the capacity of the GCP GAZ-SYSTEM/UA TSO point for the upcoming years by participating in the auction of a yearly product scheduled for July 6, 2020, as well as in following auction procedures for quarterly, monthly and shorter products. The schedule and product details will be available on the GSA Platform website in the Auction Calendar section. More information is available on the GSA Platform and LLC Gas TSO of Ukraine websites.
Capacity booking will be conducted in accordance with the current network codes of Ukraine and Poland.
According to the Commission Regulation (EU) 2015/703 of the 30th of April 2015 establishing a network code on interoperability and data exchange rules, both TSOs conducted consultations with network users in the period from the 3rd of March to the 4th of May, 2020 on:
- rules for the matching process,
- rules for the allocation of gas quantities,
- communication procedures in case of exceptional events.
